Pennant dragonflies are known for perching at the tips of twigs and stems. This Four-spotted Pennant chose a very arty looking piece of vegetation to show off his spots.

I’m reasonably certain on the ID, based on “Dragonflies and Damselflies of the East” description that eliminates similars.
I am pretty sure that is what you photographed, based on the photos and descriptions in that same book. Nice job.
